<p>Muhammad Yaseen, Chairman PTA in his keynote address before the start of the day-long meeting stressed,</p>
<blockquote><p>“Broadband is considered as the next big thing to offer a unifying services platform for three converging industrial sectors: computing, communications and broadcasting. Encouraging developments are happening in this sector since mid-2007, Pakistan has emerged as a lucrative market for broadband service providers owing to the huge potential it offers especially in the wireless broadband market. We observed a profound evolution of broadband technologies over the years with the present subscription base reaching 1.2 million from 0.1 million in 2007.”</p></blockquote>
<p>According to United Nations Conference on Trade and Development (UNCTAD) latest report on Information Economy Report, Pakistan is among the five dynamic economies of developing Asia in terms of increased penetration of mobile phones, Internet and broadband.</p>
<p>He added,</p>
<blockquote><p>“I strongly believe that this is not the end; it is a new beginning of reaping the associated business, entrepreneurship and social benefits of this exponential ICT infrastructure. As today we are going to deliberate on potential new technologies and economic challenges, I certainly feel quite contended that this promising regime in Pakistan’s economy will continue bringing in substantial revenues and creating remarkable job opportunities.”</p></blockquote>

<p>Earlier, Menin Rodrigues, Chairman of TeleCON 2011 and President &amp; CEO, Shamrock Communications (Pvt) Limited in his welcoming address said,</p>
<blockquote><p>“A powerful telecommunications infrastructure has proved to be the key for robust growth in many countries during recent times. Over the past two decades, Pakistan has been very proactive in deploying modern technology in this arena; however the quest of delivering the next-generation of cellular services has become a complex debate for the industry.&#8221;</p></blockquote>
<p>In the opening session on “Regulatory – Technology and Economic Challenges”, Adil Rauf, CEO, Alcatel-Lucent Technologies, mapping the future of mobile technology said,</p>
<blockquote><p>“A radical and sustainable approach was needed to meet the eco-sustainability challenges, and announced the company’s ground-breaking mobile technology called ‘Light-Radio’ a simpler, greener, lighter network that saves in infrastructure and energy.”</p></blockquote>
<p>In his presentation on ‘Technologies and Economic Challenges’, Arif Hussain, Chief Operating officer of Multinet Pakistan, said</p>
<blockquote><p>“Considerations for technology, economics and opportunities must be the key element in drawing a clearer roadmap for the future of mobile technologies in Pakistan. While technologies were getting bigger, better, cheaper and faster; the investment and ROI, and stability of platform were an equally important factor.”</p></blockquote>
<p>Dr. Tanveer ul Haq, Chief Technical Officer of Wi-Tribe and Saad Muzaffar Waraich, Country Manager, Nokia-Siemens Network while presenting in the session on</p>
<blockquote><p>“Deployment of 3-G or 4-G Technology” revealed that the real need today was to have access to faster and reliable broadband as consumers were more inclined to video-downloading rather than data sourcing. Both were of the opinion that deployment of 3-G technology in Pakistan was long overdue and should be a priority on the government’s agenda. This session was chaired by Dr. Khawar Siddique Khokhar, Member Technical, PTA who endorsed the view of his chairman citing the need to be cautious in its deployment.</p></blockquote>
<p>In the session on “Information Technology, Mobile Applications” Usman Tariq of Systems Limited, the country’s oldest and one of the largest IT and ITES companies, with revenues of approx Rs.1.5 billion during 2010, said, “The key areas of mobile applications which included customized packages, mobile games, mobile websites and web-applications, business and marketing applications, were some of the development areas which need to focused on.” Citing the example of the success of mobile banking in Pakistan, Usman said that companies with the best breed of software technologies and business process outsourcing solutions were in a better position to progress in the mobile applications arena.</p>
<p>The conference ended on a high note in the Panel Discussion chaired by Mr. Irfan Nadeem, Federal Secretary, Ministry of Science &amp; Technology which centered on “Global Telecom and IT Trends – the Pakistan Model”. Prof. Dr. Arshad Ali, Director-General, NUST School of Engineering &amp; Computer Sciences and Shehryar Hyderi, Chief Operating Officer of Trango Interactive, with the active participation of delegates in the audience dilated on the need for providing R&amp;D support to developers and small companies enabling them to compete particularly in the local gaming markets where there was scope and talent.</p>
<p>Shehryar’s viewpoints on the potential of the gaming industry in Pakistan drew wide acclaim and opened new doors of opportunities for the developer-community.</p>

<p>“Sub Keh Do” day is dedicated to create awareness about the  significance of self-expression. In the spirit of recent world cup, this  year’s “Sub Keh Do” day will focus on sending positive messages to  Pakistan’s cricket team. “Sab Keh Do” day endorses the idea of building a  stronger society by strengthening relationships.</p>
<p>Therefore, people will be encouraged to give inspirational messages  for the members of Pakistan’s cricket team, who brought the whole nation  together and evoked patriotic feelings in them.</p>
<p>Like previous years, an exclusive song for “Sub Keh Do” day will be aired on various channels.</p>

Previously Shafqat Amanat Ali and Ali Hamza had lent their  voices for “Sub Keh Do” day’s songs. These unique and catchy numbers  became instant hits. In a survey conducted last year, many people  described these songs as soothing and inspiring.</p>
<p>Ather Ul Islam, student of MBA at a local university, stated that he  was quite impressed with the lyrics of all “Sub Keh Do” songs and is  convinced that the latest one will also come up to everybody’s  expectations. He added that “Sub Keh Do” day is a unique concept and is  contributing to the overall wellbeing of our society by fortifying  relationships.</p>
<p>The core objective of celebrating “Sub Keh Do” day is to uphold the  importance of expressing oneself. Communication – verbal, written or  gestured is an integral instinct of all living things. A lot of  personal, professional and social disasters can be averted by  maintaining clear, appropriate and unambiguous communication. “Sub Keh  Do” day persuades everyone to speak their heart out in a respectful  manner, which eventually contributes towards promoting peace, love and  understanding in society.</p>

<p><span id="more-3705"></span>Muhammad Yaseen, Chairman PTA will be delivering the keynote address before the start of the day-long meeting which will include threadbare debates in three interactive sessions, namely (1) Regulatory – Technology &amp; Economic Challenges, (2) Information Technology – Mobile Applications and (3) The Mandate on 3-G or 4-G technology. The closing session will be a Panel Discussion on the topic of ‘Global Telecom &amp; IT Trends – What should be the Pakistan Model?’</p>
<p>Representatives of the Ministry of Telecommunication &amp; IT and the Ministry of Science &amp; Technology have confirmed their participation to share their views on the ensuing challenges in the industry.</p>

Students from Paksitani have already participated and made their mark in GSoC leading their country. Once again here is the time to join the Google Summer of Code Program for the year 2011.</p>

<ul>
<li>Google Summer of Code (GSoC) is a global program that offers student developers stipends to write code for various open source software projects.</li>
<li>Google has worked with several open source, free software, and technology-related groups to identify and fund several projects over a three month period. Since its inception in 2005, the program has brought together over 4,500 students and more than more than 4,000 mentors &amp; co-mentors from over 85 countries worldwide, all for the love of code.</li>
<li>Through Google Summer of Code, accepted student applicants are paired with a mentor or mentors from the participating projects, thus gaining exposure to real-world software development scenarios and the opportunity for employment in areas related to their academic pursuits.</li>
<li>In turn, the participating projects are able to more easily identify and bring in new developers. Best of all, more source code is created and released for the use and benefit of all.</li>
</ul>

<li>At this time selection of participant organisations is complete, student applications are opening after 4 days on 28th of March 2011.</li>
<li>Along with working with the best organisations of the world to sharpen and learn new skills the program offers US $5,000 stipend.</li>

			<content:encoded><![CDATA[<p>The News today <a href="http://www.thenews.com.pk/TodaysPrintDetail.aspx?ID=4862&amp;Cat=13&amp;dt=3/25/2011">published</a> that a list of 13 telecom and mobile companies defaulting by Rs40 billion has been presented to the Public Accounts Committee (PAC). The PAC while expressing concern over the accumulation of huge defaulting amount asked the government to take urgent steps for recovery of the said amount from the defaulting companies.</p>
<p><span id="more-3478"></span>The Committee was of the view that there would be no need to levy taxes on the poor people if Rs40 billion were deposited in the national exchequer. The PAC’s implementation and surveillance committee, which met here on Thursday with Yasmeen Rehman in the chair, forwarded the case to the main PAC with a suggestion to formulate a special PAC for recovery of the said amount.</p>
<p>Chairman PTA told the meeting that the number of subscribers of mobile phones in the country had exceeded the figure of one hundred million. He said Rs21 billion were outstanding against the Instaphone alone. PTA chairman Dr Yasin said Wapda, Pakistan Railways, Special Communication Organisation, Sui Northern Gas Company, and the state-run TV channel and several other government institutions were PTA’s defaulters.</p>
<p>A sum of Rs500 million is due to be received from government institutions. The audit reveals 363 cases relating to telecom and telephone companies that are pending with courts. In the pending cases, Rs15 billion are to be received from 1,173 mobile telephone operators. A sum of Rs40 billion is to be received from 13 telecom and telephone companies including Dancom, Multinet and Dancard.</p>
<p>Member of the Committee Haider Abbas Rizvi said recently three ordinances had been issued to recover Rs51 billion. “There was a huge hue and cry over the ordinances while the PTA has to recover Rs40 billion. If this huge amount is received, burden on shoulders of the people would be removed,” he added.</p>
<p>The PTA chairman said a campaign had been launched to collect outstanding sums from telecom and mobile phone companies by selling their assets and properties. A sum of Rs12 billion has been recovered in six months. The chairman said Rs56 million from Mobilink, Rs40 million from Telenor, and as much amount had been recovered from Warid. He said a meeting held under Prime Minister Yusuf Raza Gilani in the chair had decided that strict measures would be taken to recover outstanding amounts from telecom and mobile phone companies.</p>
<p>The attorney general said he would get cases disposed of by pursuing them forcefully in the courts. He said it has been decided to restore the licence of Instaphone, which was cancelled earlier, for recovery of Rs21 billion. The assets of Instaphone have been frozen in Pakistan and its sale has been banned.</p>
<p>The PTA chairman told PAC that 12.5 million SIMs issued by the cell phone companies have been blocked due to wrong use. He said the government has decided that no SIM could be issued now without the verification of Nadra. He said 2.8 SIMs were blocked because these were not verified by Nadra. According to the law, he said, one person can utilise 10 SIMs of a cell phone company.</p>
<p>The PAC also discussed in detail the harmful effects of cell phone companies towers in populated areas on human health due to emission of waves. The Committee directed the PTA to do legislation in this regard. PAC member Haider Abbas Rizvi said according to a research the residents of houses situated near the cell phone towers suffer from cancer in five years time. He urged the PTA to run an awareness campaign in this regard. The meeting was also attended by Hamid Yar Hiraj, Mian Riaz Husain Pirzada and Asia Nasir.</p>

Askari Bank Limited has provided $35 million facility for a term of seven years with a grace period of two years.</p>
<p>The sponsors of WorldCall Telecom Company, Oman Telecommunications Company (Omantel) on December 15, 2010 had decided to issue a written guarantee to a third party to provide funding to the company’s subsidiary, WorldCall Telecom Company equivalent to $35 million.</p>
<p>The amount will be used to partly settle urgent dues and the rest to be used for WorldCall expansion.</p>

Following this favourable outcome, the management teams of VimpelCom and WIND TELECOM will proceed in satisfying the conditions precedent for the completion of the Transaction, which is expected to take place in the first half of 2011.</p>

<p>Commenting on the decision which will create the world’s sixth largest mobile telecommunications carrier by subscribers, with pro forma net operating revenues of US$21.3 billion and proforma EBITDA of US$9.4 billion for the year ended 31 December, 2009, Rashid Khan, President and CEO, Mobilink shared: “The decision which is in favor of the merger is slated to change the global telecommunication scenario. As a key subsidiary of Orascom Telecom Holding, Mobilink welcomes this win and looks forward to becoming a part of one of the biggest telecom players in the world.”</p>
<p>The individual operations held by Orascom Telecom which include Mobilink, are expected to further solidify their position by securing the advantages of greater scale and scope allowing them to continue to compete and maintain their market leadership in an industry moving rapidly towards consolidation, while capitalising on a more robust free cash flow structure to support in-market investment and expansion.</p>
<p>The full text of the Press Statement issued by WIND TELECOM on the decision is as follows:</p>
<blockquote><p>WIND TELECOM S.p.A. (“WIND TELECOM”) welcomes the positive vote expressed by the majority of VimpelCom Ltd. (“VimpelCom”) shareholders in today’s Special General Meeting (“VimpelCom SGM”) in favour of the issuance of VimpelCom common shares and convertible preferred shares and the increase of VimpelCom’s authorized share capital needed to complete the combination of VimpelCom and WIND TELECOM (the “Transaction”). Following this favourable outcome, the management teams of VimpelCom and WIND TELECOM will proceed in satisfying the conditions precedent for the completion of the Transaction, which is expected to take place in the first half of 2011.</p>
<p>The VimpelCom common and convertible preferred shares that will be issued to WIND TELECOM’s shareholders at the closing of the Transaction as per today’s VimpelCom SGM decision will together represent approximately a 20.0% economic interest and a 30.6% voting interest in the enlarged VimpelCom group, which will temporarily counterbalance WIND TELECOM’s lack of representation in VimpelCom’s board. The voting rights associated with the convertible preferred shares are expected to expire in five years, unless the WIND TELECOM shareholders elect to convert their preferred shares into common shares at the then prevailing full market VimpelCom share price.</p>
<p>WIND TELECOM’s management confirms its strong belief in the merits of this combination which will create the world’s sixth largest mobile telecommunications carrier by subscribers with pro forma net operating revenues of US$21.3 billion and pro forma EBITDA of US$9.4 billion for the year ended 31 December, 2009, and in the synergies and value to be created through it as reiterated in VimpelCom’s statement of today.</p>
<p>The stronger cash flow of the combined group will allow the enlarged VimpelCom to strengthen its balance sheet over time, leading to growing shareholder value, while the net debt-to-EBITDA ratio is expected to decline below 2.0x within two years, placing the company in a stronger position that other global telecom industry players.</p>
<p>The individual operations held by Orascom Telecom are expected to further solidify their position by securing the advantages of greater scale and scope allowing them to continue to compete and maintain their market leadership in an industry moving rapidly towards consolidation, while capitalising on a more robust free cash flow structure to support in-market investment and expansion. Furthermore, the extension of the international footprint of the enlarged VimpelCom will provide Wind Telecomunicazioni with more development opportunities through an increased investment potential thereby placing the leading alternative fully integrated Italian operator in a perfect position to capitalize on its successes over the last 5 years and to leverage on the boom of data services in Italy, one of the most profitable telecoms markets in Europe.</p>
<p>WIND TELECOM is progressing in the work required to de-merge certain assets of OTH (“Orascom Telecom Spin-off”) and Wind Telecomunicazioni (“Wind Italy Spin-off”) in line with the strategic rationale mentioned in previous press releases. The WIND TELECOM interests in these assets, which principally comprise Orascom Telecom’s investments in Egypt and North Korea and Wind Telecomunicazioni investment in WIS, the international voice, data and IP services and Libero, a leading Italian portal, will be transferred to the current shareholders of WIND TELECOM. Both the Orascom Telecom Spin-off and the Wind Italy Spin-off are subject to a number of conditions precedent, including, in the case of the Orascom Telecom Spin-off, regulatory approval and approval at an Extraordinary General Meeting of Orascom Telecom shareholders. The final envisaged structure aims to sustain future growth and value creation for shareholders.</p>

<p>Both winning teams are from FAST National University of Computer and Emerging Sciences, Karachi.</p>
<p>The students from FAST University targeted the football fans in set one and won the round. Their application “Kick Now” provides live football updates which include live match scores, upcoming tournaments, top stories, reviews and profiles of players.</p>

			<content:encoded><![CDATA[<p>Withholding tax on all the telecom services has been increased by 1.5% through a presidential ordinance. With this increase in the tax, all telecom services including the prepaid and postpaid will be charged with a withholding tax of 11.5%. Withholding tax is basically the charges paid on the cards in case of prepaid and bills in case of postpaid.</p>
<p><span id="more-3328"></span>As a result of this increase, the withholding tax which previously was 10% has now reached to 11.5% and all the transactions including prepaid and postpaid will be effected. Apart from this withholding tax, subscribers are already paying</p>
<ul>
<li>5% Service Charges</li>
<li>19.5% FED (Federal Excise Duty)</li>
</ul>
<p>Total Taxes = 19.5% FED + 11.5% Withholding Tax + 5% Service Charges</p>
<p>Tax on a prepaid card of worth Rs. 100:</p>
<ul>
<li>19.5% FED = 19.5 rupees</li>
<li>5% Service Charges = 5 rupees</li>
<li>11.5% withholding tax = 11.5</li>
<li><strong>36% Total Taxes = 36 rupees deduction</strong></li>
</ul>
<p><strong>So Now, if you recharge a card of worth Rs. 100 you will get Rs. 83.5 credit in your account and another 19.5% taxes will deducted on each service you use. So out of 100 rupees you will pay 36 rupees for the taxes and remaining 64 rupees for the services you opt for!</strong></p>

<p>Out of this 36 rupees tax, a subscriber is paying 31 rupees tax to government and 5 rupees tax to the telecom company as service charges.</p>
<p><strong>This increase in tax is applicable from 16th of March which means it has already been applied!</strong></p>
<p>It merits mentioning here that the companies have not made it clear themselves though alot of news channels are airing the news but most of the customers are unaware of this change. Ufone takes the initiative to give ad in Dawn newspaper whereas others are still reluctant to make their subscribers aware of this change. An SMS will serve this purpose in this regard, else the customers who are unaware of this change may start claiming to be overcharged for nothing!</p>

<p>The  session was followed by a Visit to Telemedicine &amp; eHealth Training  Center and an Overview of Role of Telemedicine in Disasters was given  along with demonstrations of live Teleconsultations with remote  districts of Attock by Prof. Asif Zafar Malik and Dr. Sadia Rafiq.</p>
<p>Attock Telemedicine center is most advanced Telemedicine center in  the country and Telemedicine capabilities of this center have been  enhanced by Pakistan Telemedicine project – a Public private partnership  of IBM, US State department, Wateen Telecom and Holy family hospital.</p>
<p>Dr. Tahira Zafar greatly appreciated IBM’s initiative of creating  awareness among emergency health care providers and various NGOs to  prepare them for disaster management. ‘This will,’ she said, ‘create a  major impact on care of people involved in disaster management in the  future.’ She recommended that such awareness programs should be carried  out regularly throughout the country.</p>
<p>Free copies of the manuals: ‘Psychological support for survivors of  disaster’ and ‘Helping child survivors of disaster’ were distributed by  IBM at the event.</p>

This was the launch of the infamous Alienware® laptops powered by a member of the Intel® Core™ Processor Family and brought to the local bloggers community and media by Dell. The main aim was to engage, seek opinions and build relationships with people who are always abreast with the latest technological trends in the country.</p>

<p>Alienware® specializes in high performance gaming machines featuring 12-way multitasking processing.  Dell Pakistan introduced the M15x and M17x laptops to the Pakistani bloggers and gamers with the new Intel® Core i7 mobile processors.</p>
<p>The event was attended by Shahzad Aslam Khan, Country Manager Dell Pakistan and Afghanistan and Naveed Siraj, Country Manager Intel Pakistan. He said:</p>

<p>The bloggers interacted with the newly introduced machines, which were, much to their awe, loaded to the brim with the latest technology in gaming due to their superior graphics, the latest in processor technology and Hi-def capabilities. The gaming machines also feature Alienware® QuickTouch system control pad which uses touch-capacitive sensors to access and manage power, volume controls and wireless connectivity, rendering mechanical buttons and control knobs obsolete. According to the consumer’s choice the Alienware Laptops may be fitted with either one of Intel® Core™ i7 or i5 processors.</p>
<p>The event itself was a sight to behold, with Alienware branding and Aliens interacting with the attendees. The stars of the night might have been Alienware laptops but the Aliens present at the event were surely not far behind, adding their quota of mystery to the event.</p>

			<content:encoded><![CDATA[<p>Pakistan Telecommunication Authority (PTA) along with Federal Investigation agency (FIA) has conducted a successful raid in Lahore and seized a functional illegal gateway exchange. According to details PTA detected illegal activity at Bedian road Lahore.</p>
<p><span id="more-2562"></span>Upon confirmation, the place was raided with FIA and a live huge set up of illegal call termination has been confiscated. Further investigations are underway by FIA. It is one of the biggest set ups unearthed so far having around hundred operational tellulars and thousands SIMs being used in the grey activity.</p>
<p>It may be added that PTA has established highly advance technical monitoring system to identify such illegal activities throughout Pakistan. After identification of the illegal activity; PTA not only unearths the exact location of these networks but also launches crack down with the help of FIA to safeguard national interests.</p>
<p>Chairman PTA, Dr. Mohammed Yaseen appreciated the joint efforts of PTA and FIA teams and also warned all those involved in the illegal telecom business to stop their activities, otherwise PTA shall take strict action against them as per the law.</p>
